Montgomery gives final OK for Route 30 apartment complex

The Montgomery Village Board has given its final approval for the development of a 468-unit apartment complex along the north side of Route 30 about one-quarter mile west of Ogden Avenue (Route 34).

The board adopted an amended annexation agreement for the project in a 5-0 ballot Monday evening.

Prior to the vote, no one from the public offered comment on the agreement or project plans during a required public hearing.

As proposed by S.R. Jacobson and Edward Rose & Sons Inc., the Montgomery Place apartments will be constructed on a 20.67-acre parcel on either side of Reading Drive, immediately east of the Oswego Public Library District’s Montgomery Campus Library. The complex will have 13 three-story apartment buildings along with a clubhouse, swimming pool, and attached and detached garages.

In addition to the library district, the project site is located within the boundaries of School District 308, the Oswegoland Park District and the Oswego Fire Protection District.

Responding to questions from board member Steve Jungermann prior to the vote, Richard Young, the village’s community development director, said both the park and fire districts were supportive of the project as designed.

In a memo presented to the board Nov. 13, Jerad Chipman, the village’s senior planner, noted that an apartment complex has been envisioned on the property “for many years and has been approved in annexation agreements dating back to 2002.”

Chipman noted that the property was previously zoned R-6 for multi-family housing development.

When questioned by board members during the Nov. 13 meeting, Russ Whitaker, a Naperville attorney representing the developers, told the board the complex is expected to be home to 825 adult residents, 57 school-age children, and 13 children under school age.

Following the board vote, Village President Matt Brolley thanked village staff members for their work in reviewing the project and negotiating the amended agreement. He also noted that representatives from the other local governmental agencies were involved in the talks.

Brolley said he believes the apartment project will “bring good things to the village of Montgomery.”

“It will be a quality complex in our village,” he said, adding, “I think our staff worked hard in making sure that a deal like this happened in a proactive way.”

Board member Pete Heinz was absent from Monday’s meeting and the board vote.
